Bipin Kumar Appointed SGM (P&S) at CONCOR on Deputation from Northern Railway

New Delhi, June 17, 2026: The Ministry of Railways (Railway Board) has approved the deputation of Shri Bipin Kumar, an Indian Railway Service of Mechanical Engineers (IRSME) officer, to Container Corporation of India Limited (CONCOR) as Senior General Manager (Planning and Strategy) at Delhi.

According to an order issued by the Railway Board on June 17, 2026, Bipin Kumar, who is currently serving as Deputy Chief Vigilance Officer (Mechanical), Northern Railway Headquarters, will be posted to CONCOR for a period of three years or until further orders, whichever is earlier.

Appointment on Usual Terms of Deputation

The Railway Board stated that the appointment has been made on the usual terms of deputation, under which the officer will continue to draw parent cadre pay along with applicable deputation allowance.

The deputation remains subject to the Government's approval regarding exemption from the rule of immediate absorption applicable to CONCOR.

Northern Railway Asked to Relieve Officer

The Railway Board has directed Northern Railway to relieve the officer to enable him to take up his new assignment at CONCOR. The date of his release is to be communicated to the Railway Board.
