BHEL invites limited tender for manpower support at 660 MW Sagardighi thermal project
Kolkata, 6 January 2026 – Bharat Heavy Electricals Limited (BHEL), a Government of India undertaking, has floated a limited tender (Contract-69) for providing manpower assistance at its Sagardighi Thermal Power Project, Unit-5 (1x660 MW) in Murshidabad, West Bengal.
The tender covers execution of miscellaneous works in the condenser and other equipment areas, including miscellaneous tanks, heaters, and cranes/hoists, for a period of three months to complete the trial run, commercial operation (COD), and punch point liquidation at the site.
BHEL has specified that bids must be submitted in a two-part system:

Cover-I (Techno-commercial Bid): Includes signed tender documents, no deviations certificate, PAN, GST, and PF details. Price must not be included in this cover.

Cover-II (Price Bid): Complete price offer as per the prescribed price schedule (Volume-III).
The tender documents must be duly signed and stamped on each page. BHEL has clearly stated that any deviation from tender clauses will not be accepted. Submission is by hand, courier, or registered post to the Sagardighi site office, with a deadline of 9 January 2026, 13:00 hrs. Opening of bids will occur the same day at 15:00 hrs.
The scope of work includes providing supervisors, riggers, fitters, welders, electricians, and service staff with adherence to statutory procedures such as wages, PF, insurance, safety, and transportation. BHEL will supply consumables such as gases and welding electrodes.
The contract period is three months from site mobilization, with billing on a monthly basis, and performance monitoring conducted daily by BHEL engineers. BHEL reserves the right to terminate the contract with 7-day notice for non-performance.
This limited tender is not open for all contractors, and interested parties are advised to carefully review the tender documents before submission.
